Estimating war damage

More than 40 countries supported creating a system to assess war damage caused by Russia in Ukraine at the European Council summit in Reykjavik on Wednesday, AP reported. The office’s job is to help compensate war victims and support the reconstruction of Ukraine.

According to the AP office, the most tangible outcome of the talks was an agreement on establishing a new office to compile lists of losses, which would allow victims of the war in Ukraine to report their losses. According to the European Council document, such provisions “should be the first element of any future international compensation mechanism”. Operational costs will be financed by the signatories.

– The list of war losses, everything that Ukraine has lost, is constantly updated, invaluable. After many years, Poland is reconstructing World War II losses and it is very difficult for us to make such a list, things have slipped through, says prof. Genowefa Grabowska, international law expert. – The international community, especially Europe, creates an opportunity to create a body that will collect all the information about material and other losses, as well as about what Ukraine has lost in terms of cultural, economic, industrial, and also human losses – added the expert.

Prosecution for the crime of Russian aggression against Ukraine

The damage assessment organization in Ukraine will be based in The Hague. The Council of Europe also intends, as announced by Secretary-General Marija Pejcinovic Burić, to support international efforts to set up a judicial body to try Russia’s crimes of aggression against Ukraine.

The confiscation of the assets of the Russian oligarchs

As emphasized by Prof. Grabowska, an EU member state must confiscate the assets of the Russian oligarchy. – This asset is accumulated in Europe. (…) At the moment it is very difficult to approach this comprehensively, but this could be a fund that will later be used in the construction of Ukraine – he said.
