Resolution on reparations in the Senate committee
On Wednesday morning, the Senate Foreign Affairs Committee and the European Union will conduct the first reading of a draft resolution submitted by PiS in Poland seeking compensation for the damage caused to Germany during World War II. The Sejm adopted a resolution with the same content on September 14.
The senate draft calls on the German government to “resolutely assume political, historical, legal and financial responsibility” for all the consequences caused to Poland and its citizens as a result of the outbreak of World War II by the Third Reich.
An official motion to delay consideration of the draft resolution was filed by KO Senator Marek Borowski.
I have to admit that I feel average if we choose an identical project that has taken life and is known to the public. In addition, as a result of the decision of the Sejm, the Ministry of Foreign Affairs took certain actions and sent notes to the German government. There were some circumstances back then
– said Borowski.
He added that Borys Budka, chairman of the Civil Coalition club, sent a letter to the Ministry of Foreign Affairs in which he requested this diplomatic note.
We want to know if and what reparations the Polish government is asking for from the Federal Republic of Germany. What negotiation path is proposed by the Polish side, is this report (on reparations – PAP) attached there? We’re also interested in the answer, because duplicating the same resolution is not effective. We would like to know what is in this note and what the response from the German Government is
– He says.
Are we also going to sue Russia for damages?
Senator Jolanta Hibner (KO) asked why the PiS senators’ draft resolution on reparations did not also ask Russia to compensate Poland for losses incurred by Poland during World War II. He argued that such a provision should be included in the draft resolution under consideration.
According to Senator Jerzy Czerwiński (PiS), the claims against Russia are justified, but must be preceded by the preparation of another report.
If we wait for the next steps with respect to the Russian Federation and at the same time withhold action against the German state, it will be read as a kind of doubt.
– rate Czerwiński.
If the resolution is passed (in the Senate) in the same form as in the Sejm, it will strengthen the government’s political position, and we are somehow concerned about the effectiveness of this measure. Passing a resolution with the same content provides an increased level of certainty that this issue will not go to waste after a possible political change, that it will become an issue that will bind the Poles.
– added Czerwiński.
He appealed not to delay work on the draft resolution and adopt it in the same form as in the Sejm.
Finally, a formal motion to delay review of the bill, submitted by senator Borowski, was approved. 20 senators voted, 11 opposed.
Jabłoński: There is an absurd situation
Deputy Foreign Minister Paweł Jabłoński, who was present at the committee meeting – assessing the results of the vote – would stress that the situation was “absurd”.
You ask the senator a number of questions and you expect the State Department to take some action. I wish I could comment on this as it might affect the voting results
– He says.
The position of the Ministry of Foreign Affairs is that the rules adopted should be followed in diplomacy. If we pass on diplomatic notes to other countries, we don’t disclose them publicly and we don’t discuss them publicly. In this case, as well as the reason for not making excuses for internal strife
– He says.
He pointed out that in the Sejm a similar resolution was also supported by opposition representatives.
Any attempt to amend this resolution or delay the vote will certainly not strengthen Poland’s position, but weaken it
– added.
The draft emphasizes that Poland never receives compensation for personal and material harm caused to the German state, or harm caused to its citizens.
The Senate of the Republic of Poland stated that the Polish State duly represented never renounced its claim to the German state. Claims that these claims have been legally withdrawn or time-limited have no basis whatsoever – neither moral nor legal. The damage of millions of Poles will scream until it is justly repaired
– we read in the project.
The draft also stated that Poland would not receive compensation for losses suffered during World War II as a result of Soviet aggression. As pointed out, “this loss requires the identification and presentation of the necessary estimates, which will form the basis for taking appropriate action against the Russian Federation.”
War Loss Report
On September 1, a report on the losses suffered by Poland as a result of German aggression and occupation during World War II was presented, which showed that the total amount of losses was more than PLN 6 billion 220 billion PLN 609 million.
The report was prepared by a team operating in the previous parliamentary period, led by Arkadiusz Mularczyk, PiS MP.
In early October, Foreign Minister Zbigniew Rau signed a diplomatic note on war reparations addressed to the German side.
The deputy head of the Ministry of Foreign Affairs, Piotr Wawrzyk, later explained that the notes addressed to the German government were implementations of the Sejm resolutions, so the phrases used in them “are the same as those used in the Sejm resolutions”.
As he recalls, the word reparations was in the original draft of the Sejm resolution, while the adopted resolution did not contain it.
The head of the German Foreign Ministry Annalena Baerbock, referring to a note sent by Poland, stated during her last visit to Warsaw that “the issue of reparations from the point of view of the federal government is closed”.
“They will do everything to avoid responsibility for Germany “
Senators from the Civic Platform have blocked work on a resolution seeking redress by Germany, these people will do everything to avoid responsibility for their crimes during World War II, Deputy Foreign Minister Paweł Jabłoński assessed on Wednesday.
On Wednesday, the Senate Committee on Foreign Affairs and the European Union suspended, at the request of the knockout, work on a draft resolution submitted by PiS on efforts to compensate Poland for the damage caused to Germany during World War II.
The deputy head of the Ministry of Foreign Affairs referred to the decision of the Senate committee.
Platform senators have just blocked work on a resolution seeking compensation by Poland for the damage caused to Germany during World War II. These people will do everything in their power to keep Germany from being held accountable for its crimes
– Jabłoński wrote on Twitter.
Mularczyk: Shocking, outrageous news
The Civic Platform decided that it would prevent the Polish government from pursuing reparations claims from Germany; The lack of adoption by the Senate committee of a resolution on this issue is a very disturbing signal – PiS MP Arkadiusz Mularczyk assessed Wednesday in Studio PAP.
The Senate Foreign Affairs Committee and the European Union will on Wednesday conduct the first reading of a draft resolution submitted by PiS in Poland seeking compensation for the damage caused to Germany during World War II. The Sejm adopted a resolution with the same content on September 14. The senate draft calls on the German government to “resolutely assume political, historical, legal and financial responsibility” for all the consequences caused to Poland and its citizens as a result of the outbreak of World War II by the Third Reich. Marek Borowski, KO Senator, requested that work on the draft resolution be postponed, and the majority of committee members supported this motion.
On Wednesday, PiS MP Arkadiusz Mularczyk was asked, among other things, in an interview with PAP.PL for the Senate committee to postpone work on the draft resolution.
Something had changed in the position of the Civic Platform, something new had happened and the Platform simply decided that it would prevent the Polish government from pursuing reparations claims from Germany. I think we will find out the motive soon but this is shocking and outrageous news for me
– He says.
Mularczyk stressed that in the parliamentary vote all political formations in favor of the resolutions and actions of the Senate committee today are “a very disturbing signal” which, in his opinion, “aims to hinder future negotiations with the German government.”
The deputy believes that the next parliamentary election will concern “whether the Polish state, the Polish government will effectively raise the issue of compensation related to World War II in bilateral and international relations”. As he said, if PiS wins this election, it will of course continue this matter.
If the PO wins, it will only delay ad Kalendas Graecas, which means that today the PO, I hope not, is acting in the interests of Germany.
– he judged.
“Today it is necessary to ask clearly whose interests Donald Tusk serves “
The PiS deputy noted that the adoption of the resolution by the Senate “will greatly strengthen the government’s negotiating position” with the German government.
It will show that we are united on this, it will shake Germany out of the argument that this is a political issue, a campaign issue, it’s fun, chasing rabbits
– added.
Today it is necessary to ask clearly whose interests Donald Tusk serves, whose interests the Civic Platform senators serve
Mularczyk said.
