The government has proposed a package that requires constitutional changes. The government spokesman explained that these concerns include, among other things, the proposal to exclude military spending from the public debt threshold, the proposal to confiscate the property of Russian oligarchs, and the problem of introducing additional taxation on entities that continue to operate in Russia.
