– The Central Communications Port is a project that has been deeply rooted at global, European and Polish levels for several years. The roots of the CPK are deeply embedded in the ground – said Marcin Horała, deputy minister of finance and regional policy, plenipotentiary in the government for the CPK, in a meeting with journalists on Thursday.
How does CPK protect itself against possible project cancellation? Deputy Minister Horała had a lot to say to the parties that may take power in the coming weeks after the October elections. – The first protection is the law, which must be changed. Forced resignations from the CPK require a majority in the Sejm to override a presidential veto. In his speech, the President called the CPK one of several important projects for our country and announced that he would use his powers to prevent any attempt to liquidate these projects. This is a fundamental level, stressed the government representative for the CPK.
– Second, the CPK is firmly rooted in EU studies, led by the European TEN-T network, which includes airports and transport hubs, as well as railway lines. When designing investments under the CPK, we took into account the railway line from TEN-T that we will implement. In addition to being reasonable and necessary, they are also included in the TEN-T network, – recalled the Deputy Minister of Finance and Regional Policy.
– Third, various kinds of projects related to financing. If you borrow money for a project, you have to complete it or you have to pay the money back. Fourth, the amount is relatively small, as the total is EUR 100 million, but there are also several projects included in the National Reconstruction Plan. Failure to implement them means failure to meet the KPO achievements, Horała continued.
Government representatives emphasized that CPK is a large capital group, so if anyone wants to liquidate CPK they must answer questions about Chopin Airport which is part of the CPK capital group. – Although Torpol could be sold, the transformation of ownership in the area of Polish Airports and CPK is also a result of such action, so any “extension” of PPL would require an amendment to the law. In addition, a number of agreements have been reached. Claims will arise as a result of their rupture. Finally, the CPK is a matter of international conditions, such as the mobility of NATO troops – says Horała, who, however, realizes that there is no stage of investment or progress of the project that cannot be “reversed”.
– If someone is very persistent, they can do it. Even after completing the entire investment process, you can simply close the CPK. However, this must take into account the political, financial and image impacts associated with loss of reputation in the international environment. In my opinion, a hard resignation from the CPK would be very difficult and expensive, Horała said.
Finally, the Deputy Minister of Regional Funding and Policy pointed out how important regional issues are. – In addition to our partners from Rail Baltica, we are also in constant contact with the Czech side. We have arrangements for cross-border connections. However, the Czechs accelerated their Prague – Wrocław line schedule to meet our schedule for this connection. The CPK is also currently studying the feasibility of a future European line connection to Ukraine.
