Former police officer Wayne Couzens, 49, was sentenced to life in prison last year for kidnapping, raping and killing Sarah Everard, 33 from London.
Police were criticized for failing to take action after Couzens was suspected of driving a car without pants in 2015, and for exposing himself to a woman in 2020. The incident was not named in the investigation against him.
Then the Minister of Home Affairs Priti Patel ordered a special police unit to investigate misogynistic and inappropriate behavior in the police.
In the now available report, stating Police Inspector Matt Parr that it is too easy for the wrong people to join and remain in the police force, and that there are fundamental questions to be asked about the recruitment of thousands of officers.

While the majority met the behavioral requirements, the report found systemic failures, missed opportunities and a generally inadequate approach to setting and maintaining standards in policing services.
– It’s too easy for the wrong people to join and still be a cop. If police are to rebuild public trust and protect their own female officers and staff, controls must be tighter and sexual assault taken more seriously, Parr said.
London Police, where Wayne Couzens last worked, tweeted in response that they will unhesitatingly remove those who undermine the integrity of the police force.
“We have clear behavioral expectations and are developing data and technology to identify those who are unfit for duty,” the Metropolitan Police added.
