They accuse Dosimeter case detectives of corruption, abuse of power and leaking information

According to the findings of Aktuálně.cz, a criminal who was one of the secondary actors in the Dozimeter corruption case surrounding the Prague transport company was accused of three crimes. The investigator being tried is the brother of one of the figures in the group of suspected criminals. At his request, the constable sought the data that led to his unauthorized entry into the corps information system. The inquest prosecuted both men.

Warrant Officer Karím Nemrah served in the economic crimes unit, which highlighted economic crimes in Prague 3, 8 and 9. The main office is the functionalist building in Prosek Prague. When the National Center Against Organized Crime (NCOZ) launched an investigation into the dosimeters this June, it also mentioned police officer Nemrah’s suspicious behavior in the resolution to initiate prosecutions.

Zakaría Nemrah was also part of the alleged criminal group around former deputy mayor of Prague Petr Hlubuček (STAN), former business partner of Radovan Krejčíř Michal Redl or sponsor of the STAN movement Pavel Kos. He was brought to the group by Redl, for whom he was one of the two closest assistants.

In the resolution, NCOZ stated as a side story from Dosimeter that Nemrah asked his brother, constable Karim, for some assistance on behalf of the group. He looked it up in a list of police vehicles that looked suspicious to a suspected gang. He was worried the cars might follow him. As Aktuálně.cz knows, charges have now been filed for this part of the case.

Three felonies and out of service

“The General Inspection of the Security Forces has initiated criminal charges against one member of the Police of the Czech Republic and one civilian. The police member was charged with three acts which qualify as abuse of official power and unauthorized access to computer systems and information carriers,” a supervising prosecutor from The High Prosecutor’s Office confirmed to Aktuálně.cz in Prague Pavel Prygl.

According to information from Aktuálně.cz, the civilian is Zakaría Nemrah, who abused the services of his brother in the police. The Inspectorate prosecuted him in two cases of sedition for the aforementioned crimes. If a civilian is involved in a crime by a police officer, he or she falls under the authority of inspection. That’s why he can accuse her.

Prosecutor Prygl also confirmed to Aktuálně.cz that it is possible that Karím Nemrah’s criminal activity had another dimension. “A member of the Czech Republic Police is still on trial for the crime of bribery,” said the prosecutor. It is not clear who the detective was supposed to have bribed, for what amount and for what purpose. However, from his qualifications he bribed someone who held an official position.

On the other hand, Karím Nemrah is no longer active as a police officer. He was not allowed to work and received part of his salary. “In this case, the police officer was relieved of duty,” said Prague police spokesman Jan Daněk. Nemrah faces up to six years in prison for the crimes described in a police uniform if convicted. His brother could end up in jail for up to five years for sedition.

Nemrah’s possible police crimes started with one of the three group leaders, Pavel Kos. It was he who turned to Zakaría Nemrah after last Christmas to help his brother serve in the church. He must verify the origin of at least two of the vehicles on the list suspected of being followed by the group. Nemrah Police immediately granted the request on January 3.

“In one case, he discovered that it was a vehicle with hidden data that could only be obtained upon justified written request, namely that it was a vehicle belonging to the Czech Republic intended for special use,” he wrote. NCOZ. It was a Ministry of Internal Affairs car. According to Headquarters, that same day the police informed his brother, who then shared the information with Kos.

The information collected by the NCOZ mentioned above serves as a springboard for the Inspectorate General of the Security Forces to take action on the matter. He started criminal prosecution at the turn of November and December. “Specific facts about these negotiations were established as part of the criminal process in the Dosimeter case,” said prosecutor Prygl.

Investigations by Prague police officers are usually overseen by the Municipal Prosecutor’s Office in Prague. But since the crimes alleged to have been committed by Karím Nemrah as part of another ongoing criminal case, oversight in the case was able to be taken over by the High Prosecutor’s Office in Prague. And Lenka Bradáčová’s office did just that.

“This is mainly about re-evaluating the contractual relationship with the current supplier, which is faced with the possibility that they will pay a certain commission from the amount paid to them by the transport company, or they will pay regular fees, or there will be a review of the existing contractual relationship and subsequent failure to conclude the contract.” NCOZ explains the essence of the Dosimeter case.

According to police, in 2019 and 2020, groups led by Redl, Hlubuček and Kos controlled key managerial positions in transport companies, where they could make decisions about public contracts and collect commissions from them. Gangs suspected of receiving or claiming bribes in the amount of at least 10 million crowns.

“This is a big case involving public power, high profile and corruption. It combines the normal business world with a half of the world preying on big orders,” director of the Národní headquarters against organized crime Jiří Mazánek.

Since June, detectives have charged twelve people. The group is accused of participating in an organized criminal group, accepting bribes, legalizing the proceeds of crime or bribery. Mazánek previously told Aktuálně.cz that he wants his people to complete their investigation of the case by the end of the first half of next year.
