The letter, which the councilor forwarded to the deputy of the State Duma, was published on Twitter by Dmitry Paluga, a member of the Smolninsky district council in St. Petersburg. Paluga told The Insider that “the majority of the board members present supported the decision.” The author of the appeal claims that Putin’s actions fall under Art. 93 of the Russian constitution, which states that the president can be dismissed on charges of high treason or other serious crimes brought by the State Duma.

They also stressed that the decision to attack “endangered the security of Russia and its citizens” as the Russian army lost combat-ready units and the army “became disabled”. Moreover, they point out that as the world’s largest corporations withdrew from Russia, a wave of mass emigration continued, which attacked the “economic prosperity of the Russian people”. The council members further emphasized that “NATO is shifting its borders to the east, contrary to the announced objectives of the special operations”, and Ukraine “received the most modern weapons”.

– The Russian president has identified the demilitarization of Ukraine as one of his goals, but we are witnessing the opposite – he said in an interview with the Russian portal Paluga. – This does not mean that we fully support the goals declared by President Putin, but even in his own way, he is detrimental to Russia’s national security, he stressed. And he added that he wanted people “to know that there are deputies who oppose current policies and believe that Putin is harming Russia.” “We also want to let them know that we are not afraid to speak up,” he said.
